What is base material (if you don't know:)
Smart Materials are exclusive to Substance Painter and base materials are for any software that supports "sbsar" files. base materials have a base color, roughness, emissive, height, and normal channels, which means you don't have edge wear or AO effects like smart materials.
Moreover, you have complete freedom to personalize colors, normals, patterns, etc since all the materials are generated procedurally.
Starting with base materials is a good idea if you're interested in creating your own materials.
You can open a "sbsar" file with substance player (free software) customize it and export textures up to 8K.
